Quem paga a conta quando alguém cai de um bungee jumping?

Li a notícia sobre uma moça que caiu 150 metros de altura ao pular de um bungee jumping que se rompeu, na África do Sul, lançando-a em um rio cheio de crocodilos. Por sorte ela se salvou, mas imediatamente me veio à cabeça uma questão que sempre surge quando vejo resgates de praticantes de esportes radicais, ou mesmo equipes procurando na terra, no mar, ou no ar por alguns audaciosos que cometeram alguma imprudência.
Sei que todos estamos sujeitos a acidentes e que os serviços públicos, aí incluídos os bombeiros, a guarda – costeira ou a florestal, hospitais, centros de emergência ou resgate etc, existem para dar suporte em casos que vão desde tragédias decorrentes de desastres climáticos até à busca do gatinho que subiu na árvore e não conseguiu mais descer.
Entretanto me pergunto se é dever do estado, do governo, ou seja, do contribuinte que paga impostos pagar pelos custos dos acidentes causados por pessoas que decidem praticar atividades com alto grau de risco, que não são frutos de trabalho, ou de pesquisa, mas apenas a busca do prazer pela adrenalina que alimenta o corpo de quem cai das alturas, surfa ondas altíssimas ou nada em locais proibidos, sobe no Everest, mergulha sem scuba ou acampa perto de ursos, correndo risco de vida, ou de sofrer acidentes totalmente previsíveis.
Acho até que é dever do estado, ou dos serviços públicos socorrem essas pessoas, mas elas devem ressarcir o que foi gasto além de receberem uma alta multa por mobilizarem recursos que deveriam estar salvando vidas que não pediram, ou não contribuíram diretamente para o acidente e que mereciam maior disponibilidade desses agentes.
Assim como motoristas que cometem acidentes dolosos no trânsito devem pagar pelo preço que custar o tratamento da vítima, os esportistas radicais deveriam manter seguros para bancar seus riscos (necessários para que o esporte sobreviva, mas desnecessários para o bolso alheio), quem gosta da emoção do desastre iminente, quem se joga em uma aventura de alto risco deve pagar por isso, pois sobrevivendo ou não, são o recursos públicos, ou seja, de todos os cidadãos que vão pagar esse “pato”.
