Pior do que está não pode ficar!

Eu tenho, com alguma frequência, conseguido emplacar alguns artigos em grandes jornais, a maioria sobre educação e principalmente aqueles que se relacionam com pesquisas que fazemos ou que trazem opiniões/questões polêmicas (como por exemplo, há alguns anos, acho que fui a única pessoa que aceitou escrever em “Tendências e Debates” da Folha defendendo o porquê o governo não deveria dar dinheiro para a PUC-SP sair da crise financeira em que ela se encontrava, à época).
Curiosamente, um dos poucos artigos que foi rejeitado, assim direto, foi o que enviei há cerca de 2 anos e que agora transcrevo abaixo, pela simples razão de que ele é super válido e porque eu ainda acredito muito na ideia. É uma das poucas soluções que vejo que pode impactar a Educação Básica brasileira com a urgência que nosso país precisa.
Ouvi o Ministro da Educação falar, há cerca de 2 meses, que o Brasil foi o país que mais progrediu entre os países que se submetem ao PISA – de 58º ou 57º lugar para 53º, ou coisa assim !!!! - e acho isso um absurdo, pois eu vi a capacidade que as pessoas tem de vender o copo meio vazio como se estivesse meio cheio…!
É por isso que posto aqui meu velho e corajoso artigo, pois essa é a vantagem de ter um Blog: se não querem publicar, eu publico e submeto à opinião de vocês!
“As mudanças mais significativas pelas quais passam os mais diferentes países não são, necessariamente, fruto de processos paulatinos, oriundos de uma série de ações desenvolvidas com objetivos pré-estabelecidos e que exigem uma ordenação temporal e conceitual para serem implantados. A história nos mostra vários exemplos de processos descontínuos, cujas rupturas advêm de mudanças pontuais – muitas vezes não planejadas – que alteram decisivamente o funcionamento de um sistema.
Faço essa introdução como contraponto às soluções frequentemente sugeridas pelos críticos às políticas públicas no Brasil que exigem longos e participativos processos, além de vontade política, grandes investimentos e mudanças legais. Embora esses projetos possam ser conceitualmente corretos, mostram-se muitas vezes inviáveis politicamente, ou inexequíveis no espaço de tempo necessário para que o país não perca, mais uma vez, o bonde do desenvolvimento.
Diante da impossibilidade de se aplicar plenamente as receitas sugeridas pelos críticos, os formuladores de políticas seguem o consenso e, assim, transformam-se em gestores de projetos grandiosos pela metade: o investimento não é o ideal, as mudanças legais são parciais e a vontade política passa a defender o possível. Poucos pensam em mudanças simples que possam alterar o sistema de incentivo dos agentes envolvidos.
O quadro da educação brasileira, infelizmente, encoraja a mudança: estamos entre as piores nações do mundo nos resultados dos alunos medidos pelo Programa Internacional de Avaliação de Estudantes (PISA), nossas escolas obtêm resultados sofríveis do Sistema Nacional de Avaliação da Educação Básica, temos somente uma universidade (a gloriosa USP) entre as 150 melhores do mundo, mesmo estando entre as maiores economias do planeta.
Portanto, essa situação dramática pode ser libertadora: não temos quase nada a preservar no nosso sistema educacional.
Por essa razão, ouso fazer uma proposta radical: sugiro que seja implantado um Exame Nacional Obrigatório de Suficiência para que o aluno tenha direito a qualquer diploma da Educação Básica. Começaria pelo ensino fundamental e se estenderia até ao ensino médio para que, em poucos anos, nenhum diploma no Brasil seja expedido sem a garantia de que o estudante adquiriu os conteúdos mínimos necessários para aquele grau de ensino. O Congresso ao aprovar a lei indicaria que o Exame só passaria a valer para os formandos ingressantes no ano seguinte ao que a lei foi promulgada, assim todos teriam chances de conhecer as regras do jogo e se adaptar.
Já espero todo tipo de reação contrária. Muitos educadores argumentarão que essa avaliação passaria a ter caráter punitivo, não devendo ser esse o sentido desse tipo de processo. Alguns bem intencionados dirão que é preciso, isso sim, investir no professor e no processo de ensino, argumentos que serão utilizados também pelos mal- intencionados para tentar, mais uma vez, fazer com que nada mude.
Os representantes dos estudantes acharão injusto que os alunos sejam punidos por problemas do sistema (exatamente como fazem em relação ao ensino superior) e que uma prova só não avalia ninguém (mesmo que, na prática, concursos públicos, de associações profissionais e mesmo qualquer outro tipo de processo seletivo utilizem exatamente esse critério).
Possivelmente, encontrarão na minha proposta motivações privatistas financiadas pelo FMI e pelo Banco Mundial que querem – segundo suas análises – desmoralizar o ensino público, sem raciocinar sobre quem, de fato, eles defendem com essa postura.
Defendo um exame de suficiência e a volta aos bancos escolares dos alunos que não obtiverem o resultado mínimo necessário para obter um diploma baseada no simples fato de que nada mudará no Brasil enquanto avaliações negativas que mostram o fracasso das nossas escolas não tiverem consequências concretas para todos os envolvidos: governos, sistemas, escolas, professores, alunos e famílias. Afinal, a educação envolve todos esses segmentos.
Uma vez que os governos estaduais e municipais transferem as culpas e responsabilidades uns aos outros e o governo federal não tem poder sobre esses sistemas de ensino, é fundamental garantir que, independentemente do estado, ou município, só a aprovação em um exame de caráter federal daria direito ao aluno obter seu diploma com validade.
Os resultados dos exames deveriam ter ampla divulgação (sim senhor!) por escola, por município, por estado, o que faria com que pais e filhos – enfim a sociedade civil “não organizada” – com pavor que alunos passem anos na escola e depois não consigam ter o diploma, pressionem os governos e mantenedores de colégios, aí sim, a investir mais nos professores, nos processos, na infraestrutura etc. Por que? Porque quase sempre é quando se cobra resultados que as pessoas passam a procurar e a cobrar também soluções efetivas.
Não se abre no Brasil um curso superior (seja de artes ou de qualquer área do conhecimento) sem que a instituição atenda a milhões de exigências do MEC, mas se abre uma escola de ensino fundamental em qualquer lugar, com qualquer nível de docentes, muitas vezes sem lugar para os alunos se sentarem que não passa por nenhum tipo de regulamentação ou comissão avaliadora e que, mesmo assim, vai educar nossos filhos e direcionar (na maioria das vezes muito mal) todo o seu futuro e o futuro do país!
Vejam bem, não defendo a reedição do Provão para a Educação Básica porque sou contra o aluno não ter o resultado em seu histórico escolar (como era antes e continua sendo com o ENADE) assim como sou contra que o governo permita – e, a bem da verdade, permitiu sempre para calar a UNE – que sejam diplomados alunos que tiram zero em Medicina, ou em Engenharia, ou Psicologia e em outros cursos que lidam direto com o cidadão exercendo essas profissões e colocando em risco a vida das pessoas como se fosse a coisa mais natural….
Não quero criar um exército de “sem diplomas”. O aluno reprovado poderia fazer o exame quantas vezes fosse preciso, mas teria o que deve ter todo mundo que passa por um processo com resultado defeituoso: direito a recall. Voltar e aprender o que não foi aprendido e não voltar a ser reprovado por falta de base várias vezes lá na frente. Assim, com o tempo, não teríamos mais diplomados analfabetos funcionais, escolas e professores de faz de conta que não sabem ensinar e não se sentem corresponsáveis pelo fracasso dos alunos, e políticos descomprometidos que, na verdade, não prestam contas a ninguém.
Isso traria reflexos imensos e positivos ao ensino superior (que hoje se queixa tremendamente, e com razão, da qualidade de seu ingressante) e à própria formação de professores que é da responsabilidade das instituições de ensino superior, criando um círculo muito mais virtuoso.
Sei que a ideia é polêmica, mas não dá para esperar o sistema se auto ajustar. Sou a favor da avaliação, fui uma das primeiras gestoras brasileiras a introduzir a avaliação do desempenho docente nas universidades em que trabalhei (a primeira foi na UNIFOR em 1989!) e acho que só avaliação com consequências sérias casada com uma boa política de incentivos podem gerar mudanças na inflexão que tanto precisamos.
Claro que haverá o risco de que levantem a bandeira para acabar com o exame: candidatos a caça de votos nas eleições, sindicatos e associações de docentes e estudantes, (já viram esse filme?) etc. A sociedade mais bem esclarecida defenderá sua permanência e, com o tempo, será natural como o Exame da Ordem dos Advogados do Brasil – OAB!
Não tenho a ilusão de que essa seja uma panaceia para todos os males, nem pretendo desmerecer outras iniciativas que estejam sendo empreendidas com bons resultados – mesmo que quase sempre em escala piloto. Não quero, também, me ater a detalhes operacionais (que não podem e não devem impedir que a ideia, em si, seja discutida). Não busco culpados, nem abnegados. Não gostaram da proposta? Tragam uma melhor, mas que faça o Brasil mudar radicalmente seus resultados na educação em pelo menos uma década.
Eu pensei nisso porque sinto que um país continental repartido por ideologias e desigualdades precisa ter coragem de tomar medidas mais drásticas que ajudem, mesmo que por caminhos que possam parecer tortos para alguns, a reverter o quadro da educação brasileira sobre o qual, pela primeira vez, chega-se a um consenso: pior do que está, não pode ficar!”
