Por que sou contra as cotas nas Universidades brasileiras?

Eu sou contra cotas por raça nas universidades, não só pelos motivos que normalmente se coloca: de que estamos instalando agora a diferença de raça de forma clara no Brasil.
Em todos os sistemas de cotas, ou de políticas afirmativas (no trabalho, por exemplo, como a porcentagem de vagas obrigatórias para portadores de deficiência) a sociedade deve decidir se deve, ou não incentivar minorias, ou gênero, ou grupos, inclusive quais os casos em que pretende reparar injustiças sofridas por determinados grupos que forem considerados socialmente prejudicados, ou que apresentem dificuldades de competitividade por não terem acesso às mesmas oportunidades do restante da população.
Eu não defendo o sistema de cotas nas universidades porque, diferentemente do que ocorre em outras áreas, nas instituições educacionais de alto nível, no caso do Brasil, principalmente nas universidades públicas, a questão do mérito é fundamental e pressupõe, além da bagagem acadêmica necessária para responder aos desafios do curso, que seja analisada a verdadeira vocação do aluno, uma vez que são os mais vocacionados os que possuem mais chances de se tornarem os profissionais ou cientistas que se pretende formar nestas instituições, estabelecendo-se qual perfil de aluno é mais adequado às necessidades do país, independentemente de cor, credo, sexo etc.,
A dificuldade de acesso ao ensino superior não se resolverá abrindo algumas vagas, ou cotas ou mais algumas IES públicas e gratuitas e sim com a adoção, como faz a maioria dos países desenvolvidos, de um amplo programa de financiamento ao estudante carente, mas academicamente capaz.
No ensino superior brasileiro 52% dos alunos são oriundos dos 20% mais ricos na população, enquanto 2,7% são oriundos dos 20% mais pobres. Ou seja, nosso modelo é cruel e inexplicável!
Além disso, as nossas melhores universidades públicas (que ainda são as ilhas de excelência e da produção científica no Brasil e precisam se manter como o referencial de qualidade para as demais instituições nos seus campos de atuação: científico, tecnológico, educacional, cultural e artístico) precisam ser preservadas sem terem que responder por este tipo de política de inclusão social, que é de estado e não das universidades.
A inclusão social por meio da educação superior só ocorrerá realmente por meio de um corajoso e radical programa de melhoria de nossa educação básica. Temos que tomar medidas para isto que, diante do descalabro dos resultados de nossos alunos nos exames internacionais, terão que ser radicais (pois defendo que não há tempo para esperar que o sistema melhore no seu próprio compasso, com medidas só de incentivo aqui e acolá, pois sempre estaremos muito atrás dos países que já são bons e ainda se aprimoram quase no nosso atual ritmo) e de amplos programas de financiamento ao aluno em boas instituições públicas e privadas.
Estes programas que não devem ser confundidos com a ampliação desmedida das nossas instituições públicas – em especial daquelas que adotaram o modelo da universidade européia, com custos, estrutura e missão voltadas de fato muito mais à pesquisa e à pós-graduação.
Se o governo almejar de fato democratizar a formação de profissionais de nível superior os sistemas federal, estaduais e municipais precisam diversificar o modelo de ensino superior ampliando os tipos de cursos e de instituições, criando e financiando programas mais próximos das necessidades de empregabilidade, como os “community colleges” americanos que são muito mais baratos do que o nosso modelo de universidade financiado por todos nós, que somos contribuintes.
Os cursos tecnológicos de nível superior existentes são um passo ainda modesto e pouco abrangente nesta direção.
Além disso, precisamos ter coragem de cobrar de quem pode pagar e ampliar as bolsas das IES públicas aos bons estudantes que conseguiram entrar, mas não podem se manter nestes cursos por falta de recursos.
Para finalizar, as cotas só fariam sentido em minha opinião se, e somente se, as instituições de ensino entendessem que seria preciso (para melhorar a formação do estudante) incentivar o acesso de determinados grupos com o objetivo explícito de ampliar a convivência dos alunos com os mais diferentes tipos representativos de estratos sociais, raças, credos etc, para assim complementar a visão global de formação em nível superior.
Então, neste caso, este seria um programa acadêmico (e não uma política de inclusão social ou política afirmativa) a ser acompanhado, para se verificar se alcança seu objetivo, abrindo-se mão da meritocracia pura na busca da amplitude de experiências para todo o corpo acadêmico.
Isto já é adotado em alguns países com sucesso, mas em programas muito menores e não para todo sistema universitário.
Precisamos é melhorar o ensino básico brasileiro – que é um dos piores do mundo – e deixar de querer corrigir reais injustiças e abusos que ocorreram com os afrodescendentes (e que ainda ocorrem, infelizmente, e devem ser severamente punidos) por meio de paliativos (muitas vezes demagógicos) e pensar em outros programas de inclusão social que os apoie.
Por estas razões, não podemos e não devemos abrir mão do mérito exigido para que as nossas universidades também melhorem sua qualidade para que alcancem a um patamar mais condizente com nossa economia nos rankings internacionais.
Só com medidas que atinjam à educação básica, o financiamento dos alunos capazes e a excelência de parte de nossas universidades elevarão o Brasil e os brasileiros avançarão na escala social como merecem!
